Saudi Arabia Travel eSIM Networks: stc, Mobily and Zain

3 carrier networks 169 plans tracked Updated Oct 12, 2026

Saudi Arabia has one of the densest 5G networks in the world and the most physical SIM registration we track anywhere, since every activation takes a fingerprint as well as a passport. stc wins the coverage argument, Mobily wins most of the experience awards, and the desert decides the rest.

The short answer

What a Saudi Arabia travel eSIM solves

Saudi Arabia runs three national networks — stc, Mobily and Zain — and every travel eSIM brand we track rides all three. stc won Download Speed outright at 69.3 Mbps in Opensignal's February 2026 report, nine Mbps clear of Mobily, plus 5G Download Speed at 260.2 Mbps, Coverage at 8.4 out of 10 and 5G Coverage, while Mobily answered with Video Experience at 64.5, Time on Network at 98.1%, Consistent Quality at 64.7% and Reliability at 839. Saudi law requires biometric registration for every local SIM, including a fingerprint taken at the counter, which is why a travel eSIM is the simpler route for a visitor.

Why Saudi Arabia is a 5G market with a biometrics queue

Saudi Arabia is a country where the mobile network is genuinely ahead of what most visitors expect and the paperwork is genuinely further behind. Both facts shape the purchase.

Start with the network. stc measured 5G Download Speed at 260.2 Mbps in Opensignal’s February 2026 report and took the 5G Coverage award, and 5G is available across central Riyadh, the Jeddah waterfront and the Eastern Province business corridor. This is one of the densest 5G builds in the world by availability, and a standard tourist product accesses it automatically on a compatible handset.

Then the paperwork. Saudi law requires biometric registration for every local SIM, which means a passport plus a fingerprint scan taken at the counter, and with some operators the border entry number issued at immigration as well. There is no identity number requirement for visitors, because a tourist uses the passport and that entry number rather than a resident permit. Airport kiosks handle the whole process in around a quarter of an hour. All 10 brands we track avoid it entirely, and our Saudi Arabia plan ranking compares them on price.

Registration and the border number worth writing down

The registration requirement is the strictest in our data, and it is worth understanding before you decide how to buy.

Every local SIM is registered in person. The counter takes the passport, records it and scans a fingerprint, so the process cannot be completed in advance, remotely or by someone else. Some operators also ask for the ten-digit border entry number that immigration issues on arrival or that appears on an electronic visa, which is worth photographing as soon as you have it.

The kiosks at the main airports handle this well: they operate around the clock, the staff are used to visitors, and the transaction is quick by the standards of a biometric process. The friction is the queue behind a full long-haul arrival rather than the process itself. If your trip is short, that queue is the entire argument for a travel eSIM.

There is a second consideration worth naming. Saudi Arabia has rules about who may enter the cities of Mecca and Medina, and those rules apply to visitors generally rather than to mobile networks. Coverage in those areas is strong and heavily reinforced, and it becomes congested during pilgrimage periods, so download offline material before entering them if your trip includes a visit.

Which Saudi network to ride

The three networks are close in the cities and diverge outside them, so the useful question is how much desert your itinerary includes.

stc leads the independent testing and the desert coverage

stc won Download Speed outright at 69.3 Mbps in Opensignal’s February 2026 report, nine Mbps clear of Mobily, and took 5G Download Speed at 260.2 Mbps, Coverage at 8.4 out of 10 and the 5G Coverage award. It is also the network that holds up on the Riyadh to Jeddah corridor, the Red Sea projects and the roads around AlUla, which is where the other two thin out. For anything beyond a single-city trip this is the host to look for.

Mobily wins the experience awards

Mobily lost the speed award and won most of the others: Video Experience at 64.5, Time on Network at 98.1%, Consistent Quality at 64.7% and Reliability at 839. Time on Network at 98.1% is a statement about how consistently you stay connected, and it is a strong figure for the second network. For a city trip in Riyadh or Jeddah it is a perfectly good host, and it usually prices below stc.

Zain is the value option with a narrower footprint

Zain is the smallest of the three by market share and normally the cheapest way into Saudi data. Its measured profile sits a band below the other two on coverage, and the places where that shows are exactly the places people travel to Saudi Arabia for: the northern archaeological sites, the desert roads and the coast away from Jeddah.

Read the awards as a ranking and the speed bands as indicative ranges. One set comes from Opensignal’s independent measurement programme, the ranges are our own compilation from carrier listings, and the specific mast you attach to still decides what you feel.

Saudi prepaid rules compared

Two Saudi rules shape how you buy data, and the first one has no equivalent in our data set.

Travel eSIM Saudi prepaid SIM Saudi carrier eSIM
ID required None Passport plus a fingerprint at the counter Passport plus a fingerprint at the counter
Where the registration happens Before you fly Airport kiosk or carrier store In store
Calling apps included in a data-only plan Not needed, they run over data Yes Yes
Best for Almost every short trip Longer stays wanting a local number Residents

The registration picture is the most physical in our data. Saudi Arabia takes a biometric reading for every local line, so the process resists any remote shortcut and the visitor’s alternative is a counter visit at the airport.

The eSIM picture is the usual regional one. Saudi carriers offer eSIM, and a visitor can request one at a kiosk, but the biometric requirement applies to the line rather than to the format, so the digital part is the profile rather than the paperwork. That pushes the tourist route through an international provider.

5G in Saudi Arabia and where the map still runs out

All three networks run commercial 5G and every Saudi carrier profile we track lists it, with stc’s measured 260.2 Mbps the headline figure and 5G available well beyond the three biggest cities. By availability this is one of the most advanced builds in the world, and the limit is geography rather than technology.

The gaps look like the map. The desert roads between cities, the far north towards the Jordanian border, the Empty Quarter and the interior away from the main corridors all leave long stretches without coverage, and AlUla and the northern archaeological sites are where the choice of host network is felt most. Download offline maps before any desert route, and carry more water than you think you need if you are driving one.

An eSIM is a profile your phone downloads rather than a card it accepts, a standard maintained by the GSMA, so it works with whatever bands your handset covers. The phone compatibility checker covers specific models.

Three closing notes. If your itinerary continues into the United Arab Emirates, Qatar or Egypt, buy a regional Middle East plan rather than a Saudi-only one, because the overland and short-haul crossings are common enough that a single-country plan becomes a limitation. If the northern sites are the point of the trip, check the host network before buying on price. And for everything else, our Saudi Arabia plan ranking lists every plan we hold, the allowance calculator sizes one to your dates, and live discounts sit on the eSIM promo codes page.

Who runs the masts

The three Saudi networks a travel eSIM uses

Saudi travel eSIM data is bought wholesale from stc, Mobily or Zain. The brand on your plan does not own a mast in the Kingdom, so your coverage is set by the host network and by how far you are from a city. Every brand below resells the same three networks, which is why the table further down is settled on price.

STC

5G

Typical 25–350 Mbps — enough for 4K streaming · video calls · hotspot work

The kingdom's largest network — fast 5G in Riyadh, Jeddah and on the highways.

Mobily

5G

Typical 20–300 Mbps — enough for HD streaming · video calls · navigation

Strong in the cities with good-value bundles.

Zain

5G

Typical 20–250 Mbps — enough for HD streaming · video calls · navigation

Smaller but fast in the cities; pick STC for desert routes.

Brand by brand

Saudi host network by eSIM brand

Every brand we track rides all three Saudi networks in this destination, so the host-network columns below are identical and the ranking comes down to price and allowance. That matters less here than in most destinations, because the difference between stc and Zain is small in Riyadh and Jeddah and large on the desert roads in between.

eSIM brand Host networks in Saudi Arabia Plans
Airalo Mobily, STC, Zain Airalo in Saudi Arabia →
aloSIM Mobily, STC, Zain aloSIM in Saudi Arabia →
Holafly Mobily, STC, Zain Holafly in Saudi Arabia →
Jetpac Mobily, STC, Zain Jetpac in Saudi Arabia →
Nomad Mobily, STC, Zain Nomad in Saudi Arabia →
Roami Mobily, STC, Zain Roami in Saudi Arabia →
Roamic Mobily, STC, Zain Roamic in Saudi Arabia →
Saily Mobily, STC, Zain Saily in Saudi Arabia →
Ubigi Mobily, STC, Zain Ubigi in Saudi Arabia →
Yesim Mobily, STC, Zain Yesim in Saudi Arabia →

What that parity is worth. Because every brand buys the same 3 networks, none of them can sell you better coverage in Saudi Arabia — the difference lands in the bill and nowhere else. Across the brands we track, metered data works out at anywhere from $0.82/GB to $2.50/GB, a 3.0× spread that mast choice cannot explain. Judge the plan, not the network — the full ranking sits on the Saudi Arabia eSIM comparison.

City coverage

Saudi cities and the desert roads between them

Saudi coverage follows the cities and the corridors between them. Riyadh, Jeddah and Dammam are covered by all three networks and the Riyadh to Jeddah corridor holds up well. The question starts with the desert roads, the far north and the empty stretches where one network keeps working and the others do not.

  • Riyadh is where 5G is densest and all three networks show their best numbers. The variable is not the city but the road out: the corridor east to Dammam holds coverage well, while the desert routes north and west leave long stretches between masts where the network you are on becomes the deciding factor.
  • Jeddah is covered on all three networks and is the usual arrival point for the Red Sea coast and the road towards Mecca and Medina. Coverage along the coastal road north to Yanbu and the Red Sea projects is stc's strongest argument, and it is where a Zain-hosted plan starts to look thin.
  • Dammam and the Eastern Province are covered on all three networks and the business corridor towards Dhahran and Al Khobar behaves as one covered area. Heading south along the Gulf towards Qatar, or inland towards Riyadh, the coverage follows the road rather than the region.

FAQ

Saudi Arabia eSIM and network questions

Which Saudi network is best?

stc for coverage, Mobily for the experience awards. stc won Download Speed outright at 69.3 Mbps in Opensignal's February 2026 report, nine Mbps clear of Mobily, plus 5G Download Speed at 260.2 Mbps, Coverage at 8.4 out of 10 and 5G Coverage. Mobily answered with Video Experience at 64.5, Time on Network at 98.1%, Consistent Quality at 64.7% and Reliability at 839. For a single-city business trip either works; for desert roads and AlUla, stc is the safer host.

Do I need ID to buy a SIM in Saudi Arabia?

Yes, and the process is the most physical we track anywhere. Saudi law requires biometric registration for every local SIM, which means a passport, a fingerprint scan taken at the counter and, with some operators, the border entry number issued at immigration. There is no identity number requirement for visitors because a tourist uses a passport and that entry number rather than a resident permit. Airport kiosks handle it in a quarter of an hour. A travel eSIM needs none of it.

Can I buy a prepaid eSIM from a Saudi carrier?

The carriers offer eSIM, and a tourist can ask for one at the counter, but the activation still runs through the same in-person biometric registration, so the digital part is the profile rather than the paperwork. There is no remote path for a visitor. That is why this destination produces one of the clearest cases in our data for an international travel eSIM over a local product.

Is 5G available in Saudi Arabia?

Yes, and it is one of the densest 5G builds in the world. stc measured 5G Download Speed at 260.2 Mbps in Opensignal's February 2026 report and took the 5G Coverage award, and 5G is available across central Riyadh, the Jeddah waterfront and the main shopping districts as well as the Eastern Province business corridor. A standard tourist product accesses it automatically if your phone supports it. The limit is geographic rather than technical.

Do WhatsApp and other calling apps work in Saudi Arabia?

Yes. Voice and video calling over the internet works on Saudi mobile networks, and the restrictions that used to affect these apps were relaxed several years ago. That is worth knowing because it changes what you need from a plan: a data-only travel eSIM is enough to stay in touch, and you do not need local call minutes for a short trip. Hotel wifi and the mobile network both carry calls without an extra app or subscription.

Is unlimited data available on a Saudi eSIM?

Yes. Several of the brands we track sell unlimited Saudi Arabia plans alongside fixed-allowance ones, and both appear in the same comparison. Saudi data is not expensive by regional standards, so a mid-sized fixed allowance is usually the better value unless you stream or share the connection, and the unlimited plans carry fair-use terms worth reading before you commit.

Is a Saudi eSIM better value than a local prepaid SIM?

On price per gigabyte the local SIM is cheaper, and the airport kiosks make it easy to buy. What it costs you is a biometric registration queue on arrival, which after a long flight is the last thing you want, plus the fact that some plans restrict tethering. The eSIM is live when you land and needs no counter time at all, and for a trip of a week or two that is usually the trade visitors take.

Which network covers AlUla and the desert sites?

stc, and this is where the difference between the three networks is most visible. AlUla, the Hegra tombs and the desert roads between the northern sites are covered on stc and patchily on the others, and the same is true of the Red Sea coast north of Jeddah. If your itinerary is built around the archaeological sites rather than the cities, check the host network on your plan before buying on price.
