What Brexit changed about no roaming in Europe
Start with the rule that surprises the most visitors, because it is a genuine break with the rest of Europe.
The United Kingdom left the European Union’s free-roaming arrangements when the transition period ended, and no legal obligation now requires UK operators to offer surcharge-free roaming in the EU or EEA. The British market has one clear leader and a clear split behind it.
EE wins almost everything in the UK
Opensignal’s January 2026 report gave EE 11 awards outright, including Download Speed at 53.2 Mbps, Reliability at 915 points out of 1000, and Consistent Quality at 78.6%. Ookla’s drive testing found it won or shared every UK-wide RootScore for a 26th consecutive cycle, at a 130.3 Mbps median download — more than twice the next best result. O2 owns UK coverage as a category
O2 won Coverage Experience outright at 9.0 out of 10, and is the only network other than EE to win anything in that cycle.

Three took 5G Download Speed at 187 Mbps and 5G Upload Speed at 20.2 Mbps.
Vodafone won nothing outright in the UK
Vodafone took no outright award in the same report, which is worth knowing before paying a premium for it. It has since merged with Three, so the market’s shape is changing under the brands.
The two columns are not a single verdict. One comes from crowdsourced user readings, the other from controlled drive tests using calibrated equipment. The second is closer to what a road trip actually feels like, which is why the two can disagree on how wide EE’s lead really is. Neither predicts your own speeds, because congestion and your handset both matter.
Coverage in Scotland Wales and Northern Ireland
The United Kingdom is compact, but its coverage is not uniform, and the pattern matters for anyone travelling beyond England’s cities.

The consistent answer away from the cities is EE, which is why the network question in the UK has a simpler answer than in most destinations. The one thing to watch is the Irish border, where phones in border counties can drift onto a Republic of Ireland network — on a UK-only plan that means either no service or an unexpected charge.
The UK’s 3G networks have largely been switched off, with Vodafone, EE and Three completing their shutdowns and O2 finishing in early 2026. All four plan to retire 2G by 2033, so the direction of travel is one-way. A 4G or 5G handset with VoLTE is unaffected. That distinction is the one to carry into a purchase. A plan that rides Three may post the fastest 5G number while delivering a weaker experience outside the cities, and a plan that rides EE will post a lower headline speed while holding a usable connection more reliably in more places.

UK cities with fast coverage on every network
London, Manchester, Birmingham and Edinburgh all run fast 5G on the four networks, so city coverage is settled. The UK picture becomes more interesting in Scotland, rural Wales and Northern Ireland, where EE, Vodafone, O2 and Three separate clearly.
